shakrs vs shakrs-runner vs shakrs-toolchain-adapter

shakrs: the plugin-host binary. Seeds the policy/adapter/engine registry, loads shakrs.json, runs the reconcile pipeline, applies waivers, and emits the validate JSON report or writes managed files on init.

Generic Shakrs runner: resolves shakrs.json, dispatches policy requirements through adapters into file engines, applies waivers, and renders run reports.

Rust toolchain adapter: lowers per-policy assertions into engine requirements for rust-toolchain.toml.
